who knows, that might be just as effective as title 14, section  1211  of the Code of Federal Regulations and extraterrestrial exposer act implemented in 1982, later repealed in 1991 making it a felony to have any contact with extraterrestrials.

In other words, we can solve all our problems just by passing a new law.
