DEAD-BEAT PARENTS!!!

Definition: refers to obligor parents of either gender that have freely chosen not to be a financially supportive parent in their children's lives.  It is referred to of MEN and WOMEN who have fathered or mothered a child and willingly fail to pay child support ordered by family law court or statutory agency such as the child support agency.  

But does this term extend to those parents who fail to play and active roll in their children's lives when it comes to spending time or lending emotional support?
