As Congressman Frank Wolf pointed out, the Bureau of Prisons is currently in the process of opening four new facilities to relieve overcrowding and behind in $386 million dollars’ worth of repair projects. This smells of Senator Durbin finding an American home for Guantanamo detainees so that President Obama can fulfill a campaign promise.
