Voting is the foundation of American Demoicracy, but it is under attack.  Repbulicans and Demoicrats have always sought to use gerrymandering and election rules to their advatange.  But in the past few years has seen an unprecedented manipulation of Congressional Districts and election rules to create permanent seats in the house and rig national elections, regardless of what the voters want.

 Ian Millhiser of American Progress joins us Segment 1 on the Constitutionality of election and district riggning, and  Vice Chair of the US Commission on Civil Righats Abigail Thernstrom joins us in section 2 on voting rights and gerrysmandering.
