Cox Business and OSHEAN, a consortium of non-profits formed to develop communications infrastructure, are building a 350-mile fiber optic network to connect 100 schools, libraries, hospitals and government organizations in 38 of 39 cities in Rhode Island. The project is funded by the Broadband Technology Opportunities Program federal stimulus grant.
