"When the original thirteen colonies were in their early states of forming a Union, the States wer sovereign, similar to being indepndent nations. One of the major concerns of the founders was retention of State Sovereignty in keeping with the unifying Constitution, which would create a unified rule of law. A major lenghty debate surrounded the protection each sovereign state would have to have in order to keep itself from legislation brought in violation of their States Constitution. It was Roger Sherman, delegate from Connecticut who strongly advocated and fought against considerable oppostion that each sState have two ambassadors sent to the Union. The Senate body was established to protect their individual states rights under oath, so that their States Constitutions would not infringed upon."
