Thanks to help from the federal government, the U.S. Virgin Islands is slowly bouncing back after being devastated by two Category 5 hurricanes, but many residents are still waiting for insurance settlements to rebuild their homes.  About 18,500 homes were reportedly damaged by the hurricanes.  The delay in insurance payouts coupled with the scarcity of available housing and the looming 2018 hurricane season have added to residents' frustration and anxiety.
