Understanding The Founders Constitution #27  with Frank Kuchar   This program deals with the notion of having a budget and the problems surrounding the current debate over our lack of having one.  Is this a constitutional requirement or is it merely law? What are the implications of President Obama not submitting a budget and the Senate in not passing one?  What were the opinions of the founders in what the the general government should be spending money on?  These are the questions that I address in this broadcast.
