Presidents appoint a new Secretary of the VA about every 2 years.  What are the traits one needs to lead the second largest federal agency and the largest health care system in the country.  Presidents have appointed Generals, Doctors and businessmen.  No woman has ever lead the VA. Almost all Secretaries have resigned in some scandal or to end being a distraction.  Rory Riley Topping a VA watcher, attorney and policy wonk talks about this important position with host Jim Fausone.
