Tonight, LIVE from Orlando, FL, your host former police chief Dr. Richard Weinblatt, The Cop Doc, explores why rampant looting and panic has not taken place in the land of the rising sun. We'll examine the top down National Police Agency (N.P.A.) approach in Japan, decentralized record keeping, the community-based Koban system and other issues that impacted the disaster response.
