Was The U.S Law Design With Black People In Mind?

Now when the so called finding fathers of American first establish this country with their laws and constitution did they  made it for all races? And at the time the new laws of the lands were being draft it up  the so call blacks were in slavery (Some of them). So with this in mind  how did these laws include them? And why didn't the law work or did it  work in Ferguson?
