Tracking Outcomes for Increased Funding

Workforce funding sources continue to value performance measures that demonstrate return on their investment in workforce programs. The reality is that state reporting systems, while necessary, do not allow the flexibility that is needed to monitor programs in real time and make adjustments when performance is not meeting the program goals. In addition, common measures reporting uses statistics and numeric calculations but may not convey the outcomes of programs in a way that supports ROI. The relative high cost and poor outcomes of the US healthcare system as compared to the rest of the developed world is well documented. In his first Inaugural Address, President Obama promised to “wield technology’s wonders” to improve the quality and lower the cost of medical care in America. This hasn’t happened. The benefits IT has brought to most every industry, hasn’t been witnessed in the medical industry. This may be because best practices for developing IT solutions simply don't take into consideration what needs to go into building successful medical products and treatment approaches.
I’ve seen this gap – and the consequences it can cause – while building and deploying hardware-based tools and software applications, including EMR and ERP systems, for a variety of industries.
Tomorrow, Tuesday, March 4th at 6pm EST, we discuss what needs to be done to bridge the gap between IT product development and the medical community’s need for evidence-based research and clinical trials.
We’ll also discuss a project I’m working on in researching Personal Health Records, or PHR systems, as an effort to tailor IT product development best practices to meet healthcare’s intrinsic needs from new products and treatments. If successful, the approach may change how Health IT solution are develop throughout the industry.

Join me as we choose to be the master of our thoughts and release the programming of believing that worrying is what we do if we really love someone or something. More employers are offering health incentives for achievement and not solely participation. In Aon Hewitt's 2012 Health Care Survey, for example, 58% of companies say they offer such outcomes-based incentives for completing a tobacco cessation program, losing weight or lowering cholesterol.
With PPACA’s allowance for larger incentives, the use of outcomes-based incentives is expected to increase, despite our not having a large body of research proving their effectiveness. In response, six health organizations offer their guidance in the July 2012 issue of JOEM. Their joint consensus statement, Guidance for a Reasonably Designed, Employer-Sponsored Wellness Program Using Outcomes-Based Incentives, forms the basis for our September show.
