A police officer can use force to overcome resistance and to defend him or herself. The evolution of the use of force in the United States, and in particular deadly force, has been influenced by at least three factors. The first factor is the law. Most famously, the United States Supreme Court in Tennessee V Garner introduced the dual concepts of Necessary and Reasonable. The second factor has been technological change. In the arena of deadly force, police officers have access to more powerful weapons and weapons with high-capacity magazines. Additionally, a number of less-than-lethal options have been introduced in the last three decades. Lastly, changes in the law and the introduction of new weapons systems have led to a revolution in police training. In many instances and in addition to basic marksmanship training given at a firing range, police officers in the 21st Century are also trained via real-life “shoot-don’t-shoot” exercises and simulators. All of these factors have led to greater public and administrative expectations of police officers when they are faced with use of force situations.
Lieutenant Raymond E. Foster, LAPD (ret.) a international expert in police policy and practices will explore the various factors in the evolution of law enforcement’s use of deadly force.

Could drug-resistant tuberculosis be the next great pandemic? Most people think of tuberculosis as being a long-gone disease, a throwback to the Colonial or Medieval Eras. Also known as “consumption”, tuberculosis is thought of as something modern medicine has eliminated. Not only is this factually incorrect, tuberculosis has joined the ranks of drug-resistant bacterial infections.
When antibiotics no longer kill a particular bacterial infection, the entire population is at risk of that infection in a much larger way than a handful of people who refuse vaccinations. Without effective antibiotics, there is no treatment.

Stevenson, a native of Oakland, California, is a former New York and Bay Area TV/Radio news anchor/reporter and talk show host. Ricki holds the distinction of having worked as a United Nations radio correspondent and as one of the first Black international travel reporters. She holds a master's degree in education and history from Stanford University, with an emphasis on African and African American history. Stevenson says her dream of living in Paris began when her Mother, a former dancer, took her to see Josephine Baker perform when she was three years old. Over the years, her dream was fueled by interviews with some of the famous who fled racism in the US to live or spend time in Paris: Ray Charles, Earth Kitt, artist Lois Mailou Jones and choreographer, Geoffrey Holder. The idea for Black Paris Tours grew out of that dream and her six years work as an international travel reporter.
Dr.George Stewart is an Adult, Child and Adolescent Psychiatrist who has worked with traumatized foster youth for 30+ years. A graduate of Harvard College and Columbia Medical School, he initially completed his training in Family Medicine at the University of Washington and at UCSF. He then worked as a Family Physician for several years in an impoverished barrio near San Jose, California. He returned to complete his training in Adult and Child and Adolescent Psychiatry at UC Davis.
Working with Seneca Family of Agencies, a large non-profit providing a variety of mental health services to youth and their families, in various treatment settings in Northern California, he was able to observe repeatedly the overuse of medications with traumatized youth who had behavior problems. He spent much more time tapering youth off of medications than he did prescribing them.
He is extremely pleased that the Mercury News' Series on "Medicating Our Youth" is attracting a lot of attention to a long-neglected population.

At the request of a regular listener, we are continuing multiple shows on the great Frantz Fanon. We will be continuing our talk on WRETCHED OF THE EARTH, specifically his chapter on THE PITFALLS OF NATIONAL CONSCIOUSNESS.
We could sum it up by saying he MAGNIFICENTLY EXPRESSES the failings of the so-called middle class, but as per our style, we will dissect said chapter & especially apply it to the crisis of stolen Afrikan so-called leadership here in the u.s., but I am sure our international audience will see stricking parallels for their areas as well.
This will be the 6th of many until completion.
