State of California and the Dept of State Rapes Parents

The State of California and the Department of State uses the US Passport laws to prevent honest parents who pay their child support from leaving the country.  Ventura County is known for putting child support amounts on poor parents, then by giving them a deal, they cut the amount down, but places that amount on arrears and charges over six percent per month on the reduced amount, creating an overage that can never be paid off.  It's the worse case of human slavery in modern times.  California is also the ones that used gaming money to fund the evcation system and spend the monies on over things.  When gaming revues went down, the state went into chaos and along with it, the child support system.  Parents who were on the welfare system years ago, will not receive one dime of this money, ever.  It's very sad that the US Government is a partner in crimes against parents.
