Investigators said Hines is now a leader of the Bloods gang in Wilmington. He was released from jail July 4 and was charged again the same day with attempted first degree murder.

Representatives with the sheriff's office said the investigation started when they got tipped off about a home on N. 11th Street. They were informed the home, which Hines was living in under house arrest, was being used as a Blood Gang Member "hangout."

The complaints also said Hines was distributing heroin and marijuana from the residence. Additionally, investigators received information that Hines had assumed a leadership role in the gang, due to the fact that other gang members had been incarcerated.

Investigators watched the home for about a month, and discovered drug distribution was taking place inside, so they served a search warrant Wednesday night. 

Inside the home, they found hundreds of dollars in cash, six guns (two of which were stolen), enough heroin to make 100 bags, marijuana, and packaging materials needed to sell the drugs.
