Who is a liar?

Would that be anyone who calls something that isn't as though it was? If so then God is a liar (Romans 4:17), but God can't lie (Titus 1:2) so a lie must be something other than that which it is generally said to be and this is the point, people imagine all kinds of things to be true and as much to be false but if truth and lies exists at all then it would be good to know the difference if for no other reason than to avoid a trap that we, for whatever reason, don't believe in.
