A Woman's Right to Choose to Bear: How Many are too Many?

The young woman who has 8 children now to raise in addition to her 6 (14 kids), chose to go for fertility treatment. She now has to ask us (the government) and strangers for money to raise those children. Is it a woman's right to choose to bear that many children? How many children in that scenario (and others) are too many? What responsibility should the government play in helping individuals like this?
