According to published reports the U.S. Justice Department announced a federal monitor will watch over the Newark Police Department. The announcement followed the culmination of a three year review of the police department.

The review found several serious problems that were reasonably believed to be a pattern and practice of the department. Among the problems uncovered were violations of citizens Constitutional Rights, thefts by police officers, and excessive force.

Why did so many negative and unlawful department wide practices go undetected and unreported for such a lengthy period of time? Who has been held accountable for the wide spread misconduct? Will effective changes be made to make certain these problems are not repeated?
