Philadelphia Police Inspector Carlos Daniel Castro was arrested by federal authorities for extortion and bribery. According to the indictment, the police inspector wanted to hire a collector to use threats of violence to collect $150,000.00 for a debtor. Inspector Castro, who is the commander of the traffic division, had hoped to be the next Police Commissioner.
