Mr. Wilbert Freeman McAlister has been the president of the Oakland Black Cowboy Association since 2004.
He will discuss the goal of OBCA which is to enlighten children and adults with the contributions of people of color in the settling of the West.
This vision continues today with its annual parade and festival held on the first Saturday in October.
