With so many court ordered judgments, one would assume that the system is balanced.  Unfortunately, like any other court issued document, a Custodial or Non-Custodial Parent can ignore their order. The County Jail systems are full parents who fail to pay their court ordered financial support.   There are also many other issues that may arise if either party involves decides to abuse the system. When the system is abused it seems as if the Non-Custodial parent suffers more severe consequences legally. So the million dollar question is remains, when it comes to visitation, custody, paternity tests and child support, is the legal system fair?
