THE FOURTH BRANCH: CALIFORNIA PROPOSALS, February 1, 2018, at 6-8 p.m. Pacific, 7-9 p.m. Mountain, 8-10 p.m. Central, and 9-11 p.m. Eastern.

Debbie Carroll welcomes Erin O'Doherty and Wylmina Hettinga, proponents who are working with parents and legislators to amend the California State Constitution to safeguard the rights of parents and children.

Erin O'Doherty is developing legislation to establish familial rights and to enforce them by holding the State of California to strict scrutiny tests before those rights are abridged. Wylmina Hettinga is focusing on creating new legislation that will implement a jury option for parents in California, like Texas' statute, before legal rights to their children can be taken from them.

The CA Legislature is teaming up with these family rights constituents to develop consensus and language that will best protect US Constitutional rights of parents and children to familial relationships.
