Expectations or Demands: Does having sex mean you are in a relationship?

So I'm talking to one of my friends he tells me he had sex with a woman he has been seeing. The issue is that all day at work she has been calling, email and text him as to how happy she is that they are in a relationship. She even sent flowers to him with a card that read new beginnings. On top of that he told me he never told her they were in a relationship or exclusive, and she said when I opened my legs to you that's when we started our relationship.
