This document supposedly takes on he form of an instruction manual to a new members of the ruling "Elders," describing how they will run the world through control of the media and finance, replacing the traditional social order with one based on mass manipulation. While many denounce this text as a hoax it does seem to outline the implementation of the New World Order.
