Danny Diaz, president of the San Antonio Police Officers' Association, talks about the crime statistics reported by the local news media.  The report shows the latest "Cite and Release" program numbers recorded by officers in the past three months. The Program provides officers the discretion to issue a citation to someone accused of a low-level offense such as drug possession, driving without a license, or petty theft, instead of arresting them.
