Pat Welsh is a retired Major with Dayton, Ohio Police Dept., and retired practicing attorney.  He is also a retained expert witness in state and federal courts on excessive use of force complaints involving police officers.  Major Welsh was a key leader in developing a Community Initiative to Reduce Gun Violence in Dayton, Ohio, that led to over a 60% reduction in gang homicides in a two year period. He credits the departments’ success to improving police-community relations.  In his 26 year police career, Major Welsh commanded the Narcotics Bureau, Detective Bureau and the West Patrol Operations Division. He is a graduate of the FBI National Academy and the recipient of numerous awards and commendations.
