Description:  It is apparently difficult to charge and convict a law enforcement officer of murdering a civilian in the line of duty. Should it really be difficult? Does this difficulty encourage behavior that places civilians at risk? Does it provide a cloak of untouchability and absolute power for law enforcement? Are civilians prepared to continue to risk their lives and the lives of their loved ones to the fate of the apparently untouchables?
