Tuesday November 10, 2009 at 6 pm, Sonny Scroggins as James Whitfield Ross and Ross' great great-granddaughter Mary Brooks will appear at the weekly City Council meeting to receive a Proclamation presented by Topeka Mayor Bill Bunten for educating the public of the legacy James Whitfield Ross & The First Kansas Colored Civil War Soldiers, the first Blacks to fight in the Civil War.
