How the Department of Justice is Eliminating the Civil Rights of Black People #3

Ricardo Jones and the Justice Journalist continue their review of the debacle that is the Department of Justice.  Why can't journalists get complaints filed by citizens on police officers from the DOJ?  Why isn't the DOJ investigating police brutality and civil rights complaints BEFORE black people are targeted for murder and other crimes by law enforcement, city officials and judges? Are black DOJ officials and civil rights groups complicit in the problem?
