Dr. Bill DeJONG, former president of the Council on Educational Facility Planners International (CEFPI) discusses facility planning options for Pennslyvania school districts during the 9 month PlanCon moratorium.  Dr. DeJONG links the current economic situation in general, and Pennslyvania's moratorium in particular, to the downturn in the 1980s.  Dr. DeJONG recalls how many facilities departments contracted during that time and the effects that contraction had 10-15 years later on district infrastructure and spending.  In brief, Dr. DeJONG urges facilities departments nationwide to utilize an economic downturn to think creativity about efficiency gains districts can make using a variety of strategies.
