The new welfare system: CASH for CASTRATION

We are in the midst of a polarizing political climate like no other time IN HISTORY!! The Democrats and Republicans have drawn the battle lines in fiscal warfare...so this week on WBRG the Bridge we ask the question:

Should the government health care/welfare system offer free sterilization to people who can not afford or care for more children???  For those that decline the offer,  should they be penalized monitarily by way of less welfare and healthcare?
