Reparations for slavery and what it would look like

Many African Americans feel that the ascension of Barack Obama to the highest office of the land, is indicative that Black people in the United States have "overcome", while an equal number still feel that REPARATIONS are in order.

How do you repay an entire race of people for the enslavement of their forefathers and the robbery of their lineal heritage? If by an act of CONGRESS, reparations was voted into law, WHAT WOULD IT LOOK LIKE? How BLACK would you have to be to get paid? would the "one drop of BLACK blood still apply?"
