Today on Wallach on Law we have Judge Terry Lee Smerling. Smerling is a judge for the Superior Court of Los Angeles County in California. Smerling received a J.D. from Columbia University.  He discusses the availability of treatment programs, and a new program to build a "superprison" with 3000 beds for the Mentally-Ill, and whether that is a productive approach.
