The Ugly Fact is that typical juvenile justice system strategies of punishment for the purpose of deterrence utilizing confinement for long periods, in large juvenile facilities, and in adult criminal justice facilities do not prevent delinquent behavior – and in fact sometimes increase delinquent behavior. Instead, research shows that the most economical answer to the question of what will work appears to be the coordinated efforts of the child-serving agencies to treat the multiple psychosocial problems that ail children and their families before they have the chance to begin acting out their angst. Prevention programming needs to be effective for only one or two youth in order to save the lives of people like University of North Carolina at Chapel Hill’s 2007 - 2008 student body President Eve Carson.
