The child welfare system - cash, food, and medical assistance for basic needs and child protective services – provides vital services to the neediest children. However, because of institutionalized human behavior, the Ugly Fact is that the system hurts as much as it helps. Children whose mother receives assistance with basic needs are stigmatized, have few resources, and often experience the associated low-stimulation environment that is correlated with difficulty learning, school failure, and criminal behavior. For children who experience foster care placement as part of child protective services intervention, their prognosis is bleak. The children rarely receive appropriate services needed to address the consequences of trauma and disrupted parental attachment bonding, which places them at great risk for being homeless, addicted, and incarcerated.
