Excluded from NYC Debates ~ Green Party Candidates Lack Funding... REQUIRED?

The Green Party has NYC BALLOT ACCESS, but not access to the Debates???  Akeem Browder is excluded from the NYC Mayoral Debate on 10/10/17 due to a lack of FUNDING.  Is this a new rule and if so, who determinded it?  If not, who determinded it?  We will discuss this issue, his platform and what has brought him to the Green Party and to his run for Mayor of the City of New York.  FB page for the NYC Green Party: https://www.facebook.com/gpnyc/.
