On November 4, 2015, Congressman Frank Pallone, Jr. (D) of New Jersey introduced a substitute to HR 2646, the "Helping Families in Mental Health Crisis Act of 2015" that is being called the "Comprehensive Behavioral Health Reform and Recovery Act of 2015" which was explained to basically be the Barber bill that had been introduced as an alternative to the Murphy bill in 2014 . . .
