The United States Supreme Court decided in In re Gault that children had a right to counsel in juvenile court delinquency proceedings. Forty-six (46) years later, jurisdictions and states across the country continue to struggle to implement that mandate and vision. On this episode of Spotlight on Youth, Tim Curry, Managing Attorney, National Juvenile Defender Center, and Arthur L. Bowie, Supervising Assistant Public Defender, Office of the Public Defender, County of Sacramento join the show to explore the subject. Guests will discuss why representation for youth is critical, the problem with waiver of counsel, standards of practice for attorneys representing youth, how states are approaching the issue of representation, and what can be done on the ground to improve the rates and quality of representation.
