Two years ago, the State of Ohio entered into a comprehensive settlement agreement to end a federal class action lawsuit challenging the conditions of confinement for youth placed in the Department of Youth Services' facilities. Since that time, the state has been working with national experts, advocacy organizations and service providers to keep more youth in local communities, improve conditions in existing institutions, and refocus its efforts on rehabilitation and successful reentry. Kim Brooks Tandy and Al Gerhardstein, plaintiffs' counsel for the lawsuit join us on "Spotlight on Youth" to discuss the lawsuit, the role it has played in changing the system of care for juveniles, and their vision for continued reform.
