Joe S. Carr completed his first term as state representative of the 48th District in the 106th Tennessee General Assembly. Like most of Joe’s accomplishments, his election to serve the people in his District illustrates his commitment to hard work and faith in God. Joe grew up in a Christian family where hard work, devotion to family, and charity to those less fortunate was emphasized. Joe’s parents taught him the value of hard work at a very early age. The foundation of this “hard work” ethic that characterizes Joe’s accomplishments is a belief in a strong education. Joe built his educational foundation by graduating from Riverdale High School and later receiving a B.S. degree from MTSU. In addition, Joe has 60+ graduate hours of work from MTSU. Joe has been married for twenty-seven years to Ginny and they have three beautiful children – Erin, Maddie, and Joe Jr. Living on a farm in the Lascassas Community, Joe and Ginny have raised their children with a strong belief in the conservative values of faith in God, devotion to family, and the virtues of hard work. It is his hard work ethic that drove the entrepreneurial spirit that allowed Joe and his brother Patrick to start Precision Concepts, Inc. – a product and tooling design engineering company they formed in August 1990. Joe and Patrick, with the help of a small loan and a lot of hard work, quickly grew Precision Concepts into a multi-million dollar engineering company. Joe and Ginny have always been active in their community. Whether it is volunteering at Greenhouse Ministries, the Pregnancy Support Center or their local church, Joe and Ginny believe in the strength of charitable giving from one neighbor to another. It is this heart of service and dedication to community that allows Joe to “do what’s right” when serving his constituents.
