Cedrick W. Payne CENTER PARK BLOODS baby founder born in Inglewood California in 1966. He was given juvenile life from 1982 to 1987 for the murder of a rival Los Angeles gang member, and fled Hawthorne California after firing a machine gun at police during drug raid to Cleveland Ohio. In Cleveland he changed his name to LA JAY, because in Los Angeles  he was known as SIGIE LOKE or SIGIE LOKO. He made $250,000 a week from the notorious King Kennedy Housing estates, paid cash for everything and had a Los Angeles to Cleveland Ohio drug pipeline that controlled the city. he is responsible for Chicago PEOPLE NATION GANGS in Cleveland Ohio becoming Blood sets. He was charged with a drug related murder in the early 90's and was found not guilty in the first trial. He was convicted in a second trial by the testimony of two convicted felons who were later given deals in exchange, althouth the assistant prosecutor on record denied.
