Domestic Violence "What About The Victim's Headline?"

How often have we seen lately news breaking stories about a domestic violence case and the focus seems to be on the perpetrator instead of the victim?

There has been several incidents in recents weeks where this has been noticeably disturbing.  What, How, Who, Where, When does it become a LOUD OUTCRY for the focus to be on the person's life shortened at the hands of domestic violence.
