Domestic Violence "Whose Business Is It?"

Domestic Abuse and Violence is at an all time high, epidemic portions actually and many people feel that it is not there business.  What are your thoughts on a neighbor being abused?  Do you know of someone that you feel are in an abusive relationship but take no interest?  Where have you seen abuse and just turned away?  How can you help against the fight to combat domestic violence?
