Colonel Bart Billings: Why Do We Keep Having Tragic Shootings?

Dr. Bart Billings is a retired Army Officer, former military psychologist and Founder and Director of Human Assistance Rapid Response Team Program. He has held an annual conference for many years on Combat Stress. This years title was the 21st International Military and Civilian Combat Stress Conference—ironically they had to move the conference twice due to the Carlsbad fires! He will recap some of the topics and findings of this years conference and we’ll ask his opinion on some of the tragic shootings that have occurred on our military bases.
