Software can weigh some votes over others by algorithm. Whether the count is in a touchscreen e-voting machine (with or without the paper trail that is rarely looked at) or coming from an opti-scanner that tabulates paper ballots lightnin-fast, it can be the result of an algorithm placed for fraud.
