Rafael Arcaya Cruzado was born on the 28th of February 1945 in the town of Mayagüez, Puerto Rico. He finished his primary studies at the Holy Spirit school in the city of San Juan, where they had moved with his father, mother and two brothers in the year 1949. He attended secondary school at the higher school of the University in the Rio Piedras district of the capital city. University studies took place in the University of State of Puerto Rico, from where he graduated in 1968 with the degree of Bachelor of Commerce. He worked for the Government of Puerto Rico from 1972 until 1988 then establish his career Services Department in the valuation of properties, obtaining his license from the Department of State Government. He was married for more than thirty years to Awilda de el Carmen Santoni Cordero, their union has procreated three sons, Hector, Sergio and Mariela. Was sent in the year 2000 and maintains his residence and office in his hometown.
