Their principle responsiblity is to it easier for the bishop to focus on the liturgy and the congregation without having to worry about the variations in the liturgical customs or juggling books, mitre and etc. Sometimes this person will be the master of ceremonies and sometime they will not.  If they are not the master of ceremonies they will work hand and hand with they to make the bishop's job easier. Not one time in Scripture is someone called PASTOR in the NEW TESTAMENT.  But we have word four PASTORAL EPISTLES. The Bishop is the PASTOR found in Ephesian 4:11. Note the Apostle Paul mentions two types of elders in 1 Timothy 5:17 that RULES the local church - the ruling elder and the elder that labour in WORD and DOCTRINE aka the BISHOP/Pastor. Paul writes Timothy and Ephesians to the Church at Ephesus.   We need to stop trying to interpret Scripture with the MESS from today and look back in time and see how they saw the Bishop then.  There are enough records and writings out so as the scriptures says -- brethren you would not be ignorant. They had suffragan bishops under them that headed their own sees under their metropolitan. Diocese is first used  Council of Constantinople 381 New Rome is given the same privilge as old Rome.  At this council by way of Emperor Theodosius division of the East into Five Dioceses, the term diocese comes into the LIFE of the church.  Originally Metropolitan headed the diocese while the Bishop was over his SEE or CIty Church. Council of Ephesus 431  Jerusalem obtain the same metropolitical power as the other 3.
