Is that loaner laptop infected? What should you do?

A case came to light recently involving a computer rental place was installing spyware on their systems which went beyond the expected "help us get it back if they stop paying" software.  In fact, they were remotely accessing the webcam and taking pictures.  We discuss this, and the cases where you buy used computers (including "floor models"), and how to deal with the possibility of infected computers.
