tuition costs have never been higher.  According to figures  from the College Board, the average cost of attending a public university (including tuition, fees,  room, and board) for the 2013-2014 academic year was $18,391 for in-state students and  $31,701 for out-of-state students.  For private, non-profit colleges and universities, the average  was $40,917.*  So daunting are those numbers for most parents that a majority of them admit they aren’t even  trying to save for their children’s college.  In a report released recently by Certified Financial  Planner (CFP) Board of Standards, Inc., more than two-thirds (69 percent) of 1,003 parents  surveyed said that they have not started saving for their children’s higher education because  everyday living expenses have left no additional funds.** It’s a sad finding, of course, but not really surprising when you consider that those “everyday  living expenses” may include not just food, housing, and utilities, but a multitude end of the year -- "a clear path forward for states to create retirement savings programs" for people who don't have other retirement savings options through their employers. Two states, Washington and Illinois, have already launched state-run, automatic savings plans, and some 25 other states are considering them. Action by the Labor Department would eliminate concerns that these plans could run afoul of the Employee Retirement Income Security Act, or ERISA, or other federal laws governing the management and taxation of retirement plans. State and municipal governments are already running more than 3,600 public employee retirement plans, serving 22 million public employees, says Hank Kim, executive director and counsel for the National Conference on Public Employee Retirement Systems. While there are some "high-profile and notable exceptions," in general, Kim says that public employee retirement plans "are well-funded and sustainable." The IRS offers some provisions for withdrawing savings from an IRA or 401(k) before retirement age without incurring a penalty-and President Obama recently added another hardship option in his budget proposal. But that doesn't mean it's a wise move.  A new white paper from the Center for Retirement Research at Boston College estimates that about 1.5 percent of assets "leak" out of 401(k)s and IRAs each year, on average, through early withdrawals, cash-outs or loans. Many are the result of a job loss or job change (an estimated 3 in 10 who leave their jobs cash out their accounts, according to Vanguard data) or an unexpected health-care expense. But while tapping into retirement savings can provide temporary financial relief, the long-term effects can be costly. Their concern isn’t that a downturn is imminent but whether they will have firepower to fight back when an economic crisis does arrive. Money has been Washington’s primary weapon in the decades since British economistJohn Maynard Keynes proposed aggressive government spending to battle the Great Depression. The U.S. generally injects cash into the economy through interest-rate cuts, tax cuts or ramped-up federal spending. Those tools could be hard to employ when the next dip comes: Interest rates are near zero, and fiscal stimulus plans could be hampered by high levels of government debt and the prospect of growing budget deficits to cover entitlement spending on retired baby boomers. Few economists believe the U.S. is near recession. The economy seems to have regained its footing after a first-quarter stumble, and Federal Reserve officials are considering whether to raise short-term interest rates for the first time in nearly a decade to ensure the economy doesn’t overheat. Add up all the money you have coming in -- generally, that's your paycheck. Then subtract what you regularly spend. And they've paid off.  Participation rates are at all-time highs with nearly 8 in 10 employees taking advantage of defined contribution plans like 401(k)s when they have access to them, according to estimates by Aon Hewitt.  Persuading workers to max out their savings in those plans, though, has been tougher.  By 2013, the "vast majority [of employers] offered some type of employer-matching contribution" to encourage workers to save more, according to a recent Aon Hewitt analysis of nearly 150 plans with 3.5 million eligible employees. But even when employers offer matches, employees don't always take advantage of them.  A new report released Tuesday by the independent investment advisory firm Financial Engines found that 1 in 4 employees is missing out on receiving the full company match by not saving enough—leaving an average of $1,336 on the table each year. Or an estimated $24 billion altogether.  "The match is one of the best deals employer plans offer," said Greg Stein, director of financial technology at Financial Engines, which examined the savings records of 4.4 million retirement plan participants at 553 companies.
