On this weeks show Lead sponsor Councilman Vincent Ignizio talked about details of the proposed bill  that seeks to protect homeowners who seek to elevate their homes after Sandy.With 100,000 homes damaged citywide by Sandy, more than 2,000 of them uninhabitable, and with higher flood insurance rates on the horizon, it's clear lot of homes in Staten Island and elsewhere on the city's coast will have to elevated.
